The burden of proof is, as always, on those alleging a crime, but since your thread on the case was the first I heard of it, the way you initially framed it left me wondering how the cops could be blamed if they were not involved at all in the first place. Turns out they were involved A LOT, from arresting her for smoking in her car, to beating her up in the process, to holding her in jail for three freaking days despite the fact she had committed no crime. And, as tragically as Private Santiagos death hours before his 6AM flight from Gitmo, she committed suicide just as they came to release her.
None of that is a smoking gun, and it would take far more to convinct anyone of anything, but the circumstantial evidence is suspicious as Hell even ignoring the departments record, so warrants an investigation.
