Of course I don't know the law in all the states, but that's my impression anyway, that no state does better than Wisconsin - and there it also applies in bars and restaurants, not just on private property as RT mentioned for Texas.

If one considers Canada to be the 51st state, though, it's a very different story. Mind you, when I was in Québec aged 16, I was still annoyed that they wouldn't let me drink in restaurants, but 17 is a hell of a lot more sensible than 21.
