Broken windows policing does work and makes for better neighborhoods but it does create a higher incarceration rate among the very group you are trying to help. Part of the answer would be to just decriminalize pot. I Louisiana there are people serving 10+ years in prison who have never been caught with more than a few ounces of pot. It seems like stopping the truly stupid things would be a good place to start.
