If they had been creating the delays to get their bonus then maybe. I would like to see them do some jail time for fraud though.
The willful fraud did cause the manslaughter deaths by willful negligence, that is my proposition and my acquisition.
That was what they were doing, they were committing fraud to get their bonuses. By doing so the fraud hid the extent of the problem, supposedly 40 veterans died in the phoenix area for they had a secret list of 1600 people and those 1600 people were not getting the care they needed.
It is not a question of law whether they could be charged with manslaughter deaths.
Now whether you can prove that the fraud directly led to death of the veterans is a "question of fact" and should be taken up by the jury after have a fair court case with a good judge, prosecution, and defense attorney.
Even if the jury let the bureaucrats go for they can not prove willful negligence, it still shows a message that you can not commit fraud and your actions have consequences.
