Why would they want to impose a strict limit there? I don't understand it, shouldn't it at least be negotiable? Of course legal minimum for consecutive days during summer here is three weeks, so I have never experienced anything like this...

Not unreasonable at all. Depending on the type of work, of course, if someone needs to cover for you, those conditions are fairly soft...
