Regardless of whether it was originally an asinine thing by Obama to promise, which I'm inclined to say it was, surely it would be even stupider to go and change the whole reform merely to be able to say that he's kept the promise after all.
Besides, even if he would change the law (or rather, if Congress would change the law - it's hardly in his hands anymore), merely removing the reason why the insurance companies carried through these changes to people's insurance plans would not automatically force the insurance companies to undo said implemented changes.
Really, if I understand Obamacare and its effects at all (which I'll grant you it's possible I don't, but my source is mostly the Economist so that should count for something), Clinton is smart enough to know how absurd this statement is, and his reasons for making it anyway can't exactly be noble ones.
