With the notable exception of doing follow up domestic taps without further court approval (under a FISA amendment that authorizes that for FOREIGN taps,) Obama is actually doing exactly what he promised on the campaign trail: No taps without a warrant and/or FISA court approval. He never said "no taps," and anyone who thought Obamas election meant a moratorium on wire taps does not know enough about the FISA to comment on the subject.
