Everything he does is a massive mess. Just what is happening in health care? No one could tell you. Do we have a budget? Er...maybe. What exactly is our policy on Syria? Ask tomorrow, it may have changed (but don't worry, we won't do anything). What are we doing about North Korea and Iran? Waiting for them to be nice again, apparently. What about the Keystone pipeline? Well, we're studying that. And what about immigration? Uh...isn't Congress working on that? We'll just spout some empty platitudes. What about terrorism, Guantanamo? Well, we think it's bad to keep Guantanamo open because the liberal base doesn't like it, but we haven't decided what to do. Just who do you want to tax? Let's see how much the health care plan costs first and then I'll tell you who has to pay higher taxes.
