I mean that is such a small cut in terms of percent, I wonder why everyone's hair is on fire with such a small recession
Some programs need to get cut, some programs do not. The problem with the sequester was that it purposefully cut a straight cut across the board and didn't give any departments flexibility on purpose for the idea of dumb cuts was supposed to spur congress into action in fixing the sequester in the 2 years between 2011 and 2013. Congress failed.
The sequester is currently less bad then it could be for in the last couple of weeks congress realized it has failed in stopping the sequester so it has given the departments legal authority to determine how the cuts are implemented so they are less dumb and more targeted. Thus you can make the cuts less painful.

Now the congress is continuing to fail for by not passing a budget you can't make the programs that need to grow...grow and the programs that need to be scaled back or eliminated be cut. Instead it is continuing resolutions and continuing resolutions where each bureaucracy gets the same amount of money as the year before with little changes. The bureaucracy is not adapting for congress will not adapt, for by not passing a budget congress is not governing it is mere inertia and the status quo of Washington stays in effect even though the rest of the world is changing.
