I must add the qualifier "mostly," however, because most doctors contend delivering healthcare is, at least ultimately, dependent on payment. Maybe not by the recipient or an insurer, but they gotta eat, too; if all doctors starve NOBODY gets healthcare. I guarantee nobody at Blue Cross can remove an inflamed appendix.
