The thought did occur to me, but swiftly followed by Isaacs response.

Hell, that by itself might scare the shit out of the North. A mandatory and orderly evacuation of Seoul, with a few aircraft carrier groups parked off the North Korean coast, would put them in a position of "shit or cut bait." I realize that it's almost impossible, but to treat it as a drill, get people to pack their belongings, and then suddenly have it not be a drill and implemented, would be a very strong message. Obviously, you can't do it for long (1-2 days MAXIMUM), so the North either takes the message or you then hit them, hard and with everything you have.

I imagine it WOULD make North Korea pretty anxious, and justifiably. A mass evacuation of Seoul, with the resulting challenges and economic disruptions, not to mention the SOUTH Korean reaction, would be no light undertaking, so North Korea would be unlikely to take it as a bluff: That would almost INVITE a preemptive North Korean strike. The casualties, especially civilian, might be higher than if we just sent stealth fighters in by night to neutralize North Korean artillery and missiles, then immediately followed with ground troops and tank battalions racing across the DMZ, hoping for minimal casualties from mines.
The carnage is all but certain to be appalling however we proceed, but the less time North Korea has to fire into South Korea the less it will be.

Again? Didn't they "tear up the armistice" a few years ago?

They said they were "no longer obligated" after the second nuke test, and would resist attacks.

Not to diminish the role of China in this but you're bypassing the actual issue

Seoul isn't the only urban location, refering to it simply saves time

Well, but one would assume that after an initial salvo the South Koreans would counterstrike.

Definitely, but you still get a high civilian body toll

Tactical question: Better by daylight to aid evacuation, or night to avoid detection?

Daylight, hands down I think

No, I meant daylight to aid evacuation or night to prevent detecting an attack.

Night favors us tactically, but it wouldn't keep the attack secret
