Do you want the government telling us what art we can or cannot create?
Besides, kids survive "bad" names. Once they reach adulthood, they can change them, if they're so bad.
Of course, the authoritarian in me would handle this matter differently. Names would be designated male or female. No more females named "Taylor" dammit! EDIT Oh, and spelling would be standardized. "Amy" would be A-M-Y, never "Ami" or "Amie," etc.
