The meaning of the words used, at the time they were used, is absolutely essential.

If the Constitution contained the requirement "All males above the age of 12 must burn a faggot, outdoors, every Wednesday at noon or face imprisonment for 5 years." my friend John's life would not be in jeopardy because, to them, faggot means a piece of wood, not a homosexual.

2 commas or 4, makes no matter to me. If it makes you feel better I will concede my error (frankly I thought the 4 commas looked strange but that was how it appeared from the source I copied and pasted from). Besides, the 2 comma structure makes my argument position (regarding the grammar) stronger.

An introductory clause CAN be limiting, but is not necessarily so. In this case it does not, in any way, set a limitation, only explains a rational. It does not alter the declarative statement one bit. "Because I like the color blue, you are not allowed to leave your room." does not mean that you can leave your room only if you are painted blue, or only when you finish painting your room blue. The declarative statement trumps all.
