EDIT: Oh, and bear in mind that if "activist" judges had not reverse incorporated the Fifth Amendments Due Process Clause on the states via the Fourteenth EVERY state COULD ban ALL guns, because the Second Amendment would only apply to the FEDERAL government.

Federal Constitution trumps state and local law, always has, always will (especially since the Civil War).

Until the Fourteenth Amendment made the Bill of Rights incumbent on the states, it was not, and even then it took a court ruling to do so. The recent ruling states cannot ban guns rests ENTIRELY on Reverse Incorporation of the Bill of Rights on states via the Fourteenth Amendment; under strict constructionism, all states could ignore the federal bill of rights, because it would only apply to the federal government.
