You can't get a gun licence on the grounds of self defence in Australia. If you have a licence for some other reason there are sometimes grounds for it to be used in self defence, however you can't own a gun on the grounds of self defence.
Burden of proof is on the prosecution in Australia to prove the 'shoot-ee' wasn't engaged in harmful intent, as it should be of course, in all things.
You are right that Australia has some of the most restrictive gun laws around though (on paper, on first inspection), no argument there, but it still bases around the idea that someone can take any reasonable measure to defend themselves or family or property. Their laws are a bit bizarre IMHO but acquiring a gun is not hard, and once you own one, self-defense laws are fairly normal.
