just too much racial motivation. Maybe its just how I'm perceiving it, but it sounds like the author is just a step away from saying that those of minority heritage shouldn't be in civil leadership. Or that in Detroit, racism is the crux of the problem. Maybe I haven't done enough research, but I find it difficult to believe that all of Detroit's problems can be focused onto this.

As others have mentioned, the presence of (essentially) one industry, and the subsequent degrade of that industry. The inability for companies to effectively control their labor costs didn't help the issue. I just find it so difficult to believe that any parent wouldn't be concerned about their child's education and future.

Its not as though poor public school performance is localized to cities such as Detroit or Baltimore.
