What is a rack exactly? Is it a bunk designed for two (one bed above another), which three people take in shifts to sleep in? Or do the people literally share a space, sleeping side by side? I apologize for my ignorance. 
Your reply makes a lot of sense to me and is a good example of why hearing from people with immediate experience is always best. Ideologically I think it's ridiculous to segregate men and women. But when it comes down to logistics and bathroom time, I can understand why the Navy would be reluctant to force the switch.
