There are entire segments of the population who are in a dependency cycle who will not even consider voting for Romney because they look to Obama to just, well, give them more. 47% or not, Romney's point is that it's a waste of his time to try to pander to the people who just ask the government to help and nothing more, and under Obama those numbers have swelled.
Obama's policies don't really inspire much confidence, either. He says he wants to reduce unemployment, then implements laws that discourage employment because he has a lot of other goals for special interest groups in his party.

I'm not denying there are people who do abuse the systems in place (one of my cousins does so; she's not a favorite of mine in part because of such an attitude toward people/government), but there's just no really good alternative at the moment that I can see. Maybe tweaks, but radical overhauls will, for a time at least, displace millions who otherwise might have made ends meet.
My initial response was to the lumping together of quite a few disparate groups into that statistic and throwing in that pablum about "responsibility." Considering how galling it is for those like myself to have to depend upon UI for a while to pay some bills, it does grate to have that tacked onto a message that, while I disagree with it out of general principle, is at least a valid point of view.
