I mean, it is probably better than sitting in a shelter somewhere, but a lot of dogs (even adult dogs) need to be confined to some extent for that amount of time and they will need entertainment. But then again, one of my dogs (bred for hunting, mind you) that recently passed was perfect inside for somewhat extended periods. It depends on the breed(s) and (perhaps more importantly) how the dog was brought up.
1. Definitely an adult dog. I totally agree with temeraire: 4 or older is a MUST.
2. Consider whether you are willing to put time and money into providing your dog with entertainment while you're gone (toys, treats, toys with treats, dog walker, dog sitter, etc.) If you aren't willing to do this DO NOT GET A DOG.
3. When choosing a dog to adopt, consider age and breed, as well as temperament.
4. Look into your options for in-house dog care BEFORE you commit to any dog.
