Rome, at the last minute I remembered that Romulus was blown up in the movie, that being the big issue the villain had with Spock and the Vulcans, he blamed them for it. So I added in the Roman God part, then I wasn't sure if Romulus and Remus were considered gods or not, or if so if they were major gods, so I added the city bit in, not knowing of any cities named for Vulcan.
I almost scrapped the question.

In fairness, I don't know that I'd have gotten the question even if not for the confusing hints - like I said, I did consider Vulcan, before getting stuck on Apollo as the most important Roman god I could think of who had neither a planet nor a city. But I definitely wasn't thinking of Romulus as a major god, though you're right that he was considered a god and had people praying to him. Of course, so did Julius Caesar...
