As a rule, anything that appears human, subsists on blood and can change its form to that of other animals (e.g. ticks) is considered vampiric rather than lycanthropic. Note that restricting shape changes to periods when the moon is full could simply be another devious vampiric trick. Have you tried silver? It is sovereign against weres, but ineffective against vampires (outside LA.) Alternatively, you can try attacking some with the Sword of Balduran and others with the Mace of Disruption and record which is most effective, but that metric is somewhat less exact.
