To get the free ID you need to have a birth certificate or some other form of naturalization papers. Not everyone has that (you should understand why this is LL since you live in Kansas, not everyone was born in a hospital).

Furthermore the photo id is pretty much only DL, Military ID, or stated issued free one. It does not work for things such as University ID, etc.

I think everyone should have one of the forms of ID but the reality is not everyone does. As your article pointed out, 200,000 people that are registered voters do not have one of the forms of a required id.

No matter what you do, some form of voter id law will disenfranchise potential voters. That said most people are okay with a small amount of disenfranchisement if they believe it will make the system more accountable.
