I'm sure there are plenty of other factors that could lead to "costing money", such as transportation to go get an ID card, taking time off work to do so, etc...etc... I think it's hard to universally prevent costs like that for everyone, though. I mean, for example, it costs me gasoline to drive to polling sites. That costs me money.
