In Israel, for example, all the best universities are public. Well actually all universities are public But there are some big private colleges. They attract some standout lecturers with their big money yet are still not nearly as good as the universities. Now this is obviously because most of their students are second choice. It is the class that matters not the lecturer.
I realise today the private unis in the States have both the best students and the money so anyone that can afford it would rather go there but how did this come to be ? At some point in time did a bunch of top students decide they want to pay extra despite qualifing for a perfectly reseaonable public education?

it has more to do with age. With age comes a name that allows for serious alumni donations. And for the creation of endowments and the investment of those endowments. This name with the endowment leads to greater selectivity. And people usually want to get into the most selective school they can. And some of the schools who are the most selective also have the most money and can give the most money per student. Harvard for instance.
The issue of selectivity is interesting because the military academies in the US are considering some of the more preeminent institutions of learning - especially West Point. But they are all public. But again, selectivity allows them to choose the best candidates.
How did it come about that the best universities in America are private?
