How did it come about that the best universities in America are private?

In Israel, for example, all the best universities are public. Well actually all universities are public But there are some big private colleges. They attract some standout lecturers with their big money yet are still not nearly as good as the universities. Now this is obviously because most of their students are second choice. It is the class that matters not the lecturer.
I realise today the private unis in the States have both the best students and the money so anyone that can afford it would rather go there but how did this come to be ? At some point in time did a bunch of top students decide they want to pay extra despite qualifing for a perfectly reseaonable public education?

Private universities are much older

Because education is a service like any other. The more you pay, the better you're likely to get.
