Really interesting article on BBC news about there being an enormous cross-cultural difference in the way people behave when they drink. Apparently the message about alcohol being dangerous and that it can cause violent and/or promiscuous behaviour is just reinforcing this bad behaviour rather than making people more careful when they drink.

I think it's possible that might be part of it. I also think that teaching children from a young age that alcohol is nothing special - letting them have a little amount of it here and there with dinner, not getting drunk in front of them, making it seem as normal and boring as possible. Worked for my parents so it must work for everyone.

I wonder how likely it is that policies will actually change to try and make especially young people stop binge drinking...don't need the article to point out that it's not working so well at the moment.

I agree with the author of the article: a culture shift is needed.

Maybe I read too much in, but the author seems to (wrongly, IMHO) feel higher per capita consumption in the Mediterranean indicates that is not a factor. Moderate and sustained drinking could (and, again, IMHO, does) increase consumption in some areas far beyond that in areas where binge drinking is a greater problem. However, "getting wasted" has no illicit or pleasurable appeal in areas where alcohol consumption is so common and widespread it lacks any special allure. On the contrary, residents of such places are far more likely to recognize and avoid the ills of excess because they correctly regard them as foolishness rather than recreation. In that sense, a cultural shift regarding alcohol and many other things as well would be beneficial in many places.
