He explicitly makes that point himself prior to one of his admonitions; in some ways the OT canon is a lot more comfortable than the NT because, while one may not agree with that view of it, the OT is always very clear about what is considered divinely inspired (i.e. all of it.) With the NT it is often less clear when an author is speaking as an Apostle of God and when it is just Paul telling a protege to drink some occasional wine for his upset tummy (though I fail to see how that would HELP.)
