They didn't have anything to do with 9/11, but the event was the new Pearl Harbor for the neo-conservatives who were supporters and members of PNAC, allowing them to advance the process of working toward their military/political goals, starting with Iraq.

Signatories to PNAC's statement of principles included not only Rumsfeld and Wolfowitz, but Cheney and Jeb Bush. In all, 18 PNAC members became part of the Bush administration.
