and didn't the congress approve several billion?

Ultimately, but only after House Republicans called the bill a "massive new entitlement program" (which seems to be the Republican dog whistle for "not a millionaire tax cut or corporate welfare" ) and Sen. Collins called Capitol police to get rid of first responders protesting the Senates failure to pass it. I guess that's not quite as bad as MacArthur ordering Patton to drive tanks over the Bonus Army (and their families) during the Depression, but close enough. Now all 911 first responders (who can prove they aren't terrorists) can receive care for injuries and illnessed caused TEN YEARS AGO on a day they're guaranteed to "never forget". Apparently what turned the tide wasn't Jon Stewart calling obstructionist Republican Congressmen s on national television, it was the fact that when they turned to Fox News for relief they found Shepard Smith listing them off by name and tearfully demanding why they were turning their backs on American heroes with cancer. Next time you're wondering why NY is solidly Democratic bear in mind that their only alternative refused deficit raising aid to 911 first responders unless they got (you guessed it) a millionaire tax cut. Good to know they have their priorities straight, eh?
