Can't comment on the rest, but both Toronto and Vancouver have a large ethnic population.

Funny that you only count "Black, Hispanic or Arab" but leave out every other part of the world in your definition of non-white.

I also don't think Australia, New Zealand, or Vancouver count as being a cold climate.

As for socialized medicine, I am sure that did play a role, as I would think part of assessing the livability of a place would be the accessibility of affordable health care.
