Another example of his conservative heresy is the Texas Enterprise Fund, which Perry seem to be especially proud of. The purpose of the Fund is to dole out public money to lure companies to Texas. It has created tens of thousands of jobs in the state, but critics have not incorrectly, labeled it “corporate welfare,” a slush fund for well-connected businesses. The Observer investigated the fund in 2010 and found that several companies with political ties to Perry had received state grants. Some Texas Tea Party activists have been especially critical of Perry's Enterprise Fund, labeling it a quintessential example of wasteful government spending.
This paragraph is misleading. Companies who meet certain criteria of hiring and investing heavy capital in economically depressed areas are eligible to receive a refund on the sales tax they paid in connection with the Enterprise project. Depending on the capital invested and the number of eligible jobs created or maintained for the project, a company can get a max refund of $3.75 million for the project. They, of course, had to spend that much money in sales tax. So it's not quite as cut and dry as this article makes it sound.
Even if it's just public funds that came from the sales tax companies paid (and, in the case of out of state companies, often wouldn't have paid at all without the promise of getting it back if they brought their business to TX). I don't think that in and of itself is the real issue here though, rather the facts that
1) handing out public money isn't terribly conservative and
2) handing it out to well connected pals isn't terribly honest.
Umm to get an Enterprise refund, it has to go through the audit process. So either you qualify or you don't...not really seeing how it can be handed out
Or as the website for the Governors Office calls them, "awards". Sounds like there's a little bit more going on there than just a sales tax refund, which probably explains the "11 step due diligence process" for their applications.
