running a tracert command is the same as the 'ping' command; ping tells you the time it takes to send a successful packet of information to a given point, while tracert does the same thing while telling you where it has stopped for directions along the way.
The time taken to each point is not so important - it's the consistency that is usually more useful. I've shown my results below - you can see that there are no spikes or wild numbers in the figures. Seeing something odd in yours might indicate something.
Are you on Windows?
Go to Start -> Run -> cmd
Type in tracert www.google.com and press enter.
That's in the black box that says C:\Windows...cmd.exe, right?
