They would divert a helicopter and have it there in fifteen minutes. It would probably be over by the time the showed up though because someone with a concealed carry permit would have already taken him out. Norway has a lot of guns, I read that about 30% of the population owns guns and all the males receive military training, did they really need to wait for cops from Oslo to show up to do something? The local police may not carry guns but don't they have access to them? Didn't anyone know what was happening over there? If they have cell phone coverage and hundreds of kids must have been calling parents telling a mad man was systematically killing people. A local with a deer rifle and boat could have ended it in less than half an hour.

When this dies down the Norwegian police need to take a good hard look at their emergency response procedures and the people of Norway need to learn you can not always stand around waiting for the officials to save you. We had to learn similar lessons after 9-11.
