Your right to swing your arm ends where it intersects my nose; it's hard to make a compelling case that forcing people to wear helmets protects the rights of others more than it infringes on theirs. Anarchy is actually better represented by the kind of mob rule that demands such things; it simply replaces individual might making right with collective might making right. However, whether it's a lion stalking a herd of gazelles or a swarm of wasps killing a lion it's still just replacing rule of law with rule of force.
