First, requiring someone to buy insurance might actually mean PRE-PAYING a certain amount (like, say, $1000), which will immediately be a bar for people who plan on not paying anything. Additionally, insurance might require submission of a social security number, so the massive numbers of illegals who are walking into emergency rooms then leaving without paying wouldn't qualify.
