That is about as simplistic an argument as you could make. The photo(s) were taken as part of a US military and intelligence operation. They are intended to be another form of identification and record of a successful operation, taken by either military or intelligence personnel.
If the photo was taken by a media member or a private citizen with the intent to share the photo with the public, then you could possibly call censorship into play. The photo is a US Government sanctioned document of a special forces mission to kill/capture an extremist terrorist. There is very little to be gained by releasing the photo. There is very little to be lost, outside some official PR to nations that have already rocky or poor relationships with the US anyway. People with extreme opinions will find reasons to criticize either action (talking conspiracy theorists, radicals, etc., not rational criticizers of the decision).
