The Reagan cuts didn't just cut rates; they also simplified the tax code. There were a LOT of deductions that were removed. Prior to the Tax Code of 1986, for example, individuals could deduct sales tax paid from their taxes, and so my parents saved every single receipt and added up the amounts paid, then deducted that from their taxes.

A lot of loopholes were closed with respect to real estate investments as well.
