1. What is your opinion on the subject?
A) Awesome way to penalize someone for being stupid and/or lazy which could have deadly effects.
Being from Michigan, I find it a great law. Its not just a hazard to not clear your windshield. When snow piles up on top of vehicles and people drive down the roads, it leaves a trail off the car for the first 5-10 miles that will white out the view of people behind the cars. Following a big storm this happens on 60-80% of vehicles driving down busy highways. It contributes to already bad conditions from poor roads and possible white outs from high winds and drifts.
However, given that I have been deployed some where near the equator since the beginning of October, this winter has been pretty favorable.
2. Does your state/country have a law about this already?
Yes they do but not enforced.
3. If yes, what is the penalty?
Ticket and fine. I don't believe points.

If you're going to accept the legitimacy of traffic laws in the first place, this is okay.

It seems to me that the issue isn't the obstructed view at all.
