1. What is your opinion on the subject?
A) Awesome way to penalize someone for being stupid and/or lazy which could have deadly effects.
This one
B) Another stupid nanny state law.
C) Meh, I don't care- I live in a warm place that doesn't get snow much, if at all.
2. Does your state/country have a law about this already?
I believe so.
3. If yes, what is the penalty?
Not sure, exactly, but the death penalty sounds good to me.
I realize this may be a pot-stirring question, but I found it an appropriate question just after a big snowstorm.
I feel as though if you're not responsible to clean off your car after it snows then you're not responsible enough to drive. Further, if you're too old or disabled to clean off the snow you are too old or disabled to drive. Driving is a responsibility and a privilege. If you can't do what it takes to maintain that privilege then you shouldn't be allowed on the road or to be driving.

If you're going to accept the legitimacy of traffic laws in the first place, this is okay.

That's what I thought, too.

It seems to me that the issue isn't the obstructed view at all.
