It is the windows which are not cleared. Having snow fly off the roof from a car is no different than getting pelted by dirt from the open top dump trucks on the Hwy....and they don't get ticketed.
Perhaps they should Those dumps tend to have warning signs on them telling people to back off because of that, but to the best of my knowledge that doesn't actually limit or remove their liability should they cause an accident.
