1. What is your opinion on the subject?

I think a small fee that doesn't get anyone in trouble but reminds them to do it next time is fine.

A) Awesome way to penalize someone for being stupid and/or lazy which could have deadly effects.

So, this.

2. Does your state/country have a law about this already?

I am not sure actually. Considering how many cars and trucks I've seen in December with lots of snow on them, I doubt it.

Fact is, it can be quite dangerous, especially with larger cars, when the stuff rains down on the next car or it all froze to a bigger piece and starts sliding. So yes, fine them.
