Just because some people get horrific migraines from certain perfumes does not mean that their physical well being supersedes other people's right to pretend that their enthusiastically applied perfume obscures their body odor rather than exacerbates the noxious fumes emanated from their person. Foam ear plugs can be placed in the nostrils to alleviate the urge to breath through the nose rather than mouth breathing.
Also some people actually like the smell and are physically aroused by certain scents and banning perfume and cologne may harm certain peoples chances of attracting a like-minded/like-nosed person. Hopefully they will also like the smell of vomit that they inspire in other co-workers.
