Emergency room care is a completely different thing from chronic care for one thing or another. I know an ER nurse, and she has people coming in all the time that have a bad cold, or a flu, or even a headache. And we're not talking "at risk" people (immune suppressed, elderly, children, etc). We're talking regular people who will be fine.
I understand where you're coming from in the fact that you believe that its forcing people to pay. However that is not going to make it cheaper for everyone. Instead a divide in quality of care is going to appear (actually completely differentiate). There will be hospitals/clinics/care facilities that will be the Wal-Mart of the industry, and then there will be the facilities that are the Nordstrom, Sacks Fifth Avenue, and Tiffany's of the industry.
I do not believe that this would be a good thing.
