What's your language of choice and how confident are you in your programming skills? Writing your own program is potentially the fastest, but only if you know exactly what you want and how to do it.

Otherwise, I'd go with Excel.

I have Visual Studio 2008. It was a gift from a friend because he got it for free, but I've never used it before. I know exactly what I want to do, but don't know how to do it. Can you suggest some sites to learn from?

In that case I'd recommend using Visual Basic for it. It will be much easier to learn than C or any of its derivatives, and it should be adequate for your purposes. Most free online tutorials aren't really that good. You might want to check your local library for a more comprehensive VB book.

Just to warn you, if you're going to be learning as you go, this route is definitely going to be more time-consuming than a spreadsheet. If you do want to learn though, this would be a good starting project.
The best tutorial I could find in under a minute of searching
