Maybe the member states should have the right opinions before they get a vote?
The trouble with free elections is: They're free.
A better solutin, IMHO, is majority rule with minority rights, but I understand such suggestions from such sources aren't too popular around the world now either. Fortunately China is around to offer a superior alternative.
