I'm not up to date on this, but I'm fairly certain it's because there are those who would have both banned. Hunting and fishing are constantly being attacked from various interests, and for those who enjoy these pursuits, the fear of losing them is strong.

I've never heard of anyone seriously trying to ban those pursuits, and definitely not in the states that passed those measures, which are generally fairly conservative and rural ones. Sounds more like an attempt to make any limitations on hunting and fishing more difficult to me...

The odd part, though, is that the measure was overwhelmingly carried (as in, 85-90% in favour) in at least three states that I've seen (Arkansas, Tennessee, South Carolina), but solidly rejected in Arizona. I wonder why that is...
