That's not something any one man can entirely control, but if Bismarck couldn't ensure no German leader would be seduced by power, he could and did do a great deal to ensure they wouldn't be helpless victims if a French or Russian leader were similarly seduced. I mean, geez, can you imagine the Confederation of the Rhine trying to face down Stalin? That goes about as well as it did against Napoleon.
