Good luck with that. - Edit 1

Cities are tired of paying for services that are used by people outside their tax base but we also can not allow cities to gouge rural areas. I think this is really a problem that the state government needs to regulate and correct. Maybe a portion of county taxes in rural areas going to the city but emergency response can't be a fee for service operation or only be available for to those willing to pay.

That sounds like an argument for centralization (though, to be fair, the right tends to like robust state government when it suits them, but my experience has been that's only when they lose a federal election. )

Honestly, after reading Isaacs response to me I really feel like the guy screwed himself; after reading one of LadyLorraines, well, if they'd already put out a fire at his house gratis and he STILL didn't want to pay, well, he rolled the dice and they came up snake eyes twice. They gave him a mulligan and he blew it. Maybe the county voters who thought they should have a volunteer fire department without either engines or a firehouse will reconsider that position in the flickering light of this event.
