It hinges on the impression that they wouldn't help those that don't buy into them/subscribe ahead of time. It's very similar to the argument for universal health care in many ways.

Which is part of why everyone WITH medical insurance has to pay so much more for uninsured patients to also receive care when they discover they're mortal after all, and why we got stuck with a public mandate for what's still pretty much private insurance. We didn't get universal healthcare, we got healthcare that's universal for those who can afford it; they only thing that's changed is you're now legally required to buy it whether you can afford it or not (those who can't will find a $750/year tax penalty easier to swallow than premiums that run more than that every MONTH, but insurance will be even LESS affordable, as insurers can still charge what they please for coverage they can't deny. )
