So far as I'm aware anyone else was free to set up their own fire brigade there and the fire brigade that was involved in this was operating outside the area the government directly responsible for it had either legislative powers or responsibilities - the government responsible for that area had opted out of involvement in fire fighting and the government of South Fulton filled that void in a non-governmental role.
They "set up" their OWN fire brigade. In the sense of "it exists on paper" not in the sense of "it has fire engines or a fire house. " They created an imaginary fire department because they didn't want to pay for it; they got imaginary fire protection as a result. Which I still think speaks poorly of the representative libertarian attitude but, as Wulf'gar notes, the problem isn't with the city.
